Israeli government should be to blame. In normal countries like Canada or US there are special forces to deal with forest fires. Forest fires are not dealt with city oriented fire fighting equipment.
Forest fire is stopped by making an non burning border along the perimeter of the fire to remove fuel. Thus you must cut trees, remove soil and keep the perimeter wet. This can't be done by city fire fighting crews. They don't have proper equipment.
In Canada forest fires are quickly spotted with satellite and firemen crews are sent within half an hour with helicopters into the middle of the fire to stop it before the spread will be unstoppable. If Israel had such an helicopter crew, the fire could be stopped within the first hour and no large fire would ever happen.
Satellite time can be spent not only for terrorist related surveillance, but also for the need of fire fighting.
Even if someone started the fire, it could be stopped within the first hour with proper equipment
