Because the people who were working, were UN capable to understand the mentality of local people. 2. There are chine pharmacies in Ro and the investment only shows that the chance of this investment is very low. 3. The choice of town Constanca only shows that the decisions are made very wrong because when you have a town of 2.4 million people & economic power much bigger you need to start over there (Bucharest). 4.
